What makes a hotel five-star? The French classification explained

Who awards hotel stars in France

France's hotel classification is official and voluntary. A hotel that wants stars applies for them: it commissions an inspection from an independent body accredited by COFRAC, the French accreditation authority, or an equivalent European body, and Atout France, the national tourism development agency, then grants the classification on the basis of a favourable report. The inspection bodies may not sell the hotels they check any other service, and since 2012 the decision has rested with Atout France rather than with the prefect of each département.

There are five levels, from one to five stars, and five stars is the highest. A classification lasts five years, after which the hotel must pass a new inspection to keep it. For four- and five-star hotels, the declared inspection is completed by a mystery visit: an inspector books and spends a night at the hotel without revealing their identity. Only classified hotels may call themselves hôtels de tourisme.

How the classification grid works

The criteria come from a national grid set by a ministerial order of 29 December 2021 and applied to inspections since 1 April 2022. It contains 243 criteria in three chapters: equipment, service to guests, and accessibility and sustainable development. According to Atout France, that reform doubled the number of sustainability criteria, from 13 to 27, and quadrupled the number that are mandatory, from 3 to 12.

Each criterion is worth between one and five points and is either mandatory or optional, à la carte, for a given category. To reach five stars, a hotel must meet ten criteria that allow no compensation, score all of its mandatory points (a shortfall of up to 5% can be offset, at three optional points for every mandatory point missed) and earn at least 40% of the points available from optional criteria. This combination explains why two five-star hotels can offer quite different facilities while meeting the same standard.

The five-star criteria in practice

The grid is precise, and several of its five-star requirements are easy to recognise as a guest:

• a double room of at least 24 m², bathroom included, with a bed of at least 160 × 200 cm, although a 10% tolerance on room size is allowed for up to a fifth of the rooms;
• a concierge service, help with luggage, an evening turndown service and a bar serving all categories of drinks;
• room service at least 19 hours a day, with the hours displayed;
• staff who speak two foreign languages, including English;
• air conditioning, except in mountain hotels above 1,000 metres, and a safe, a stocked minibar and bathrobes in the room;
• valet parking when the hotel has no secure private car park.

Just as instructive is what the grid does not require. A spa, a swimming pool and a fitness room are all optional, even at five stars, and Wi-Fi is required but need not be free. A restaurant serving lunch or dinner is mandatory only for five-star hotels with more than 60 rooms, and a reception staffed around the clock only for those with 30 rooms or more; smaller hotels must staff reception at least 12 hours a day. One classification, many kinds of hotel

Because the criteria define a level of equipment and service rather than a style, the five-star hotels of France are remarkably varied. Hôtel Château d'Audrieu, between Caen and Bayeux, is a family-held château classified as a Monument Historique, set in 25 hectares of parkland. Hôtel Le Pigonnet is an 18th-century bastide in Aix-en-Provence, with gardens where Cézanne painted views of Sainte-Victoire. Hôtel Daria I Nor is a ski hotel at 1,860 metres in Alpe d'Huez, with a direct link to the slopes.

All three hold the same classification, yet a weekend at each would be entirely different. The stars tell you that each meets the same national standard; they cannot tell you which suits a winter holiday, a wedding anniversary or a family visit to the Normandy beaches. That is a question of setting, rooms and services, which is where the rest of your research begins.

What the stars do not tell you

A classification is not a personal recommendation. It does not describe the atmosphere of a hotel, whether a particular room faces a quiet courtyard or a busy street, or whether the restaurant will be open during your stay. It says nothing about the neighbourhood, and it is not updated day by day: it reflects the inspection carried out for a classification that normally lasts five years.

Stars also measure whether a service exists more than how memorable it is. Palaces, and why there are no 6-star or 7-star hotels

The Palace distinction is not a sixth star. It is an additional title, awarded by the Minister for Tourism for three years, to five-star hotels whose location, architecture, history and service are judged exceptional; its holders must also offer rooms of at least 26 m². There is no official category above five stars in France. Descriptions such as six-star or seven-star are marketing language, not a classification you can check.

How to check a hotel's classification

Checking takes a minute. Atout France's online register of classified accommodation lets you search by name, town and category, and even filter for the Palace distinction. It shows each hotel's category and the date its classification was granted. The classification records are also published as open data on data.gouv.fr, although Palace status has to be checked in the online register.

At the hotel itself, a classified property must display the official sign, or panonceau, so that it is visible from the street; it shows the number of stars and the year of classification. Advertising a classification a hotel has not been granted is a misleading commercial practice, and breaches of the classification rules carry a fine of €15,000 under the Tourism Code. Your bill should also state the hotel's category.

Stars abroad follow other rules

French stars describe the French system. Other countries have their own authorities, criteria and validity periods, and some have no official hotel classification at all, leaving stars to booking platforms or private schemes. A five-star hotel in France and a five-star hotel elsewhere have been assessed against different rules, so compare the details rather than the symbols.
